Background
Since 2006, with the support of the Office of the Government Chief Information Office (OGCIO) of the HKSAR Government and Datang Mobile Communication Limited, Hong Kong Wireless Technology Industry Association (WTIA) and Hong Kong Wireless Development Centre (HKWDC) have been implementing a three year project: Industry Facilitation with TD-SCDMA Infrastructure at Cyberport.
Objective
The objective of the project is to create the necessary technology and support infrastructure to facilitate the development of TD-SCDMA-based mobile content, application solutions and tools in Hong Kong for the local and Mainland markets as well as to bridge between TD-SCDMA and other technology platforms.
Project Detail
WTIA/ HKWDC has established a technology infrastructure, support facilities (including software and standards library resources) and services for the development, integration and testing of TD-SCDMA-based mobile contents, applications and tools at HKWDC office at Cyberport available for use by the industry. The infrastructure includes TD-SCDMA radio coverage, handsets and USIM for TD-SCDMA application development. The TD-SCDMA radio network covers the whole area of HKWDC, part of the CyberPlaza and a section of the Cyberport Road at Hong Kong Cyberport. Software Development Kit (SDK) for Arena, the Application Development Platform for TD-SCDMA, has been installed at HKWDC as part of the library resources to facilitate the TD-SCDMA development.
In order to generate the momentum of TD-SCDMA development in Hong Kong as well as to provide a means by which Hong Kong Wireless Development Industry can have a strong portfolio of 3G TD-SCDMA applications and contents, a matching grant will be provided in order to create a critical mass of TD-SCDMA applications and contents. It allows 3G developers to create innovative applications with those TD-SCDMA specific features. The early adoption of those new features into 3G applications will facilitate Hong Kong developers to explore the huge TD-SCDMA market in the Mainland and nurture the skill-sets necessary for TD-SCDMA application developments. Matching grants will be given to those innovative TD-SCDMA application development companies making use of special TD-SCDMA features.
WTIA/ HKWDC has implemented training programmes for application developers of mobile contents, solutions and tools to use TD-SCDMA technologies, based on a skills development roadmap to be developed as part of the project. The objectives of the training programmes include equipping the local developers with the latest technical application development skill-sets; increasing the wireless industry practitioners on the awareness and understanding of the TD-SCDMA technologies and their potential business potentials; and educating the public on potential advantages of TD-SCDMA technologies as a new national 3G standard in China. Different levels of training programmes are designed to achieve the above objectives, taking care of different audience needs, ranging from elementary and generic level to advance and expert technical level, and also commercial and business audience's interests. Training courses and workshops have been delivered by the TD-SCDMA experts from Datang Mobile Communication Limited.
Finally, WTIA/ HKWDC will implement business development support programmes including business skills development, marketing and financial consultancy and business matching services to assist local start-ups in tapping the market opportunities offered by TD-SCDMA technologies.
